Update:
As of today Madonna was not allowed to adopt the child because of an 18 month residency law. hmmm.
I think they like all the money she is pumping into her new girls school and orphanage there. Maybe they rationalize; if she can't adopt she will have to keep visiting and pumping more money into the community here. I think so. I don't recall a residency law problem when she adopted the first one.
Note to self: Whenever something sounds crazy it's usually about the money.
